any fallout or benefit from hurricane sandy for the candidates? guest: i think it's becoming clear that this has been a plus for president obama. how big, we will see. if you are the incumbents and you're in a tough race, what do you want to do? you want to look presidential. that's a great advantage of incumbency. that is precisely the way he has looked, with the help of his new best friend chris christie. i guess bill clinton will have to step aside. he was the president's new best friend. now it's chris christie. with that bipartisan blessing, the president looks good. for mitt romney, he was pushed off the stage. this storm was a kind of circuit breaker for about three days. momentum, at least according to the romney camp, had been building up for romney. you lose that. politics is not just about the national voter choice. there's a big dial-up emotions included in this. i think the air went out of the balloon to a certain degree for romney during those three days. does he have time to regen? of course. we are back in the campaign today and will be back at a fever pitch by mond

, this is this week's radio addresses. president obama talking about the countries response to hurricane sandy. then mitt romney talking about the upcoming election. >> this weekend, millions of our fellow americans are still picking up the pieces from one of the worst storms in our history. i toured new jersey on wednesday with governor christie, and witnessed some of the terrible devastation firsthand. it's heartbreaking. families have lost loved ones. entire communities have been wiped away. even some of the first responders who repeatedly put themselves in harm's way to bravely save the lives of others have suffered losses of their own. today, i ask everyone to keep them in your prayers. and as president, i promise them this -- your country will be there for you for as long as it takes to recover and rebuild. throughout the week, i've been in constant contact with governors and mayors in the affected areas, who are doing an excellent job in extraordinarily difficult circumstances. and we owe the first responders and national guardsmen who have been working around the clock our deepest grat

to spend a good portion of this hour talking about how we as a nation can respond to superstorm sandy and the lessons that we should learn from had disaster. it's not the first that has occurred in america, and it's certainly not going to be the last. in the previous disasters we learned a few lessons but it seems as though we have achieved the necessary wisdom from those occurrences to really put in place the policies that can protect americans. first, our sense of compassion drives americans to reach out in many different ways to assist those on the east coast that were so severely harmed by this storm. our condolences go out to the families of those who were killed in the storm. our wall etc. opened to the american red cross and -- our wallets opened to the american red cross and others providing assistance. we should do that and we should do more than that. but as a congress there are things we must also do. propose alcs have been made on this -- proposals have been made on this floor to reduce the effectiveness and the support for the federal emergency management agency, not a go

debate for the candidates for the 1st district in rhode island. we are recovering from storm sandy that did a huge amount of damage to many coastal homes. but that brings up an issue of federal flood insurance. and i had a question from a viewer should taxpayers provide incentives to healthy americans, not all coast home owners are wealthy but to build and rebuild by subsidizing their insurance? what do you say to that? should taxpayers do that? >> because federal insurance is subsidized by taxpayers, it encourages people to build and rebuild because they've got insurance. >> they should pay their fair share so i'm sure that insurance rates are very high in those areas. >> i never liked federal subsidized insurance on the coast so no. >> so your saying that people's homes who are washed away if they want to rebuild they pay for it themselves? >> i have no problem with. that my parents have a summer house. if that's where they want to put their house, that's their choice. their going to live with the consequences. i have no problem with that. >> insurance provides insurance to homes

. and the only thing getting attention during the first few days of the sandy coverage. romney was in ohio. he was holding an event that encouraged people to bring aid and food. this ad was running. in it, it suggests that president obama is responsible, and his policies are responsible for jeep sending more jobs to china. china -- the chrysler owners are investing in china to boost the market there. they are not cutting back in ohio. they are investing more in the toledo area chrysler planned. the romney campaign has been asked about it. and they stand by it. the suggestion is clear that ohio might lose jobs. host: let's play a little bit of the radio ad that talks about this. >> barack obama says he saved the auto industry, but for who? ohio or china? gm cut 15,000 american jobs, but they are planning to double the number of cars in china which means 15,000 more jobs for china. chrysler plans to start making jeeps in china. what happened to the promises made to autoworkers in ohio? this same hard-working men and women who were told the auto bailout would help them. mitt romney would welcome
